The Constabulary is now in receipt of the advisory PNB circular 2013/14 (revised) which provides information on the forthcoming pay changes for Federated ranks:

  • Unfreezing of the incremental pay progression arrangements
  • Constables pay scale and associated assimilation arrangements
  • Sergeants pay scale

The Home Secretary has now given her approval for these changes to be implemented with effect from the 1st April 2014 (Home Office circular 006/2014).

The changes are as set out below:

Unfreezing of incremental pay progression

The incremental progression pay freeze from April 2012 to March 2014 will cease from the 1st April 2014.

Officers will now receive the next increment on their pay scale in accordance with their normal increment date. This is because officers remain on their pay point until they have accrued one year’s reckonable service on that pay point. During the freeze no officers accrued reckonable service for the purpose of pay increments. So if, for example, your increment date is 25th September you will receive your next increment on the 25th September 2014.

This also affects Officers who received a promotion during this pay freeze. These Officers will receive their first increment on the 1st April 2015 (one year after the pay freeze has been lifted) for the same reason i.e. that officers did not accrue reckonable service for increment purposes during the pay freeze.

The only exceptions to this are sergeants who were promoted to pay point 0 on the sergeant pay scale. As this pay point is being removed from the 1st April all affected sergeants will be moved onto pay point 1. Further details of the change are provided below.

Changes to the Constable pay scale and assimilation procedure

The constables' pay scale of 11 points will be reduced by 3 points over 3 years from April 2014.

When a pay point is removed officers will not automatically move to the next highest point but will move instead in line with their increment date.

With effect from 1st April 2014 pay point 6 will be removed to create a new 10 point pay scale.

With effect from 1st April 2015 pay point 7 will be removed to create a new 9 point pay scale.

With effect from 1st April 2016 pay point 9 will be removed to create a new 8 point pay scale.

There are some anomalies with these arrangements and to counteract these there will be changes to some officers increment dates in 2015. These incremental changes are for pay purposes only.

These are detailed below:

Starters between 1 January 2006 and 31 March 2006 No change to incremental date until 1 October 2015. Officers then move to pay point 8 (new pay point 6)
Starters between 1 April 2006 and 30 September 2006 Change to 1 October from 2015
Starters between 2 October 2006 and 31 December 2006 Change to 1 October from 2015
Starters between 1 January 2007 and 31 March 2007 No change to incremental date until 1 October 2015. Officers then move to pay point 8 (new pay point 6)
Starters between 1 April 2007 and 30 September 2007 Change to 1 October from 2015
Post- 1 October 2007 starters No change

Changes to the Sergeants' pay scale

Pay point 0 of the current scale will be removed from the 1st April 2014.

Sergeants on pay point 0 will move to pay point 1 of the pay scales on the above date.

Those Sergeants who move will have a new increment date of the 1st April. They will then move to pay point 2 on the 1st April 2015.

A Constables' Pay Scale and Assimilation Procedure document has been circulated by the Home Office and provides examples of how these changes affect the constable and sergeants pay.

Inspecting Ranks

There are no changes to the Inspectors and Chief Inspectors pay arrangements.
